Used to repair our home build fence where plastic ties used to be used. The plastic lasted a few years before breaking down, although they were designed to last a lot longer. The steel ties work great and now I don't have to worry about them breaking and the fence coming loose. The only tool I used was my hands. I've found that I can tighten them enough with the fence for my purposes if I'm careful. When I had to tighten them I used plain toothed pliers and had no problems. Of course you don't need to be a rocket scientist BUT you do need to have some common sense. I was able to wrap them around my fingers as needed to tighten them without cutting or damaging my fingers.
