Not for small dogs
S/M was too big for my 12 lb Chihuahua mix. The elastic was too long. Even if it were shorter, I still don't think it would have been able to balance it over her head. I did not return it because I have rather low expectations for this type of product, but I have included a picture and my dog's weight so that others can better judge before buying.
