It will not charge a DELL laptop via USB-C, but will work with a MacBook Pro USB-C
I have an HDMI monitor, a USB keyboard, a USB mouse connected to the hub, which is charged by the wrath of the USBC adapter. The PC laptop doesn't show charging, but the MacBook Pro does. I first tested the laptop without a hub to see if its USBC is charging and showing charging, so the problem is with the hub itself. But the description says it's compatible with DELL.
