Includes 16 bamboo removal pads and two laundry bags. There was no plastic in the packaging which is always a plus. I have used these pads for makeup removal and even toner application. I have loved them so far especially as they are so much bigger than regular cotton pads I only need 1 or 2 to remove all my makeup. I personally use the softer, more absorbent side for makeup removal and the less absorbent side for toner. Two pouches are great for separating my clean and dirty pads. I've washed them twice so far and they came out of the wash in perfect condition with no discoloration or wear, so I hope they hold up over time. In general very happy with them!
