Melt. Loads only sporadically

I have had the device for less than a year. All along I was having issues with it intermittently not charging for no apparent reason. (I unplug and plug it back in many times before it works again.) Now it's getting hot enough to melt the plastic casing around the cable! I think the only redeeming value is that it was cheap? It worked in a pinch when I needed it badly but it looks like a fire hazard and now it's not working.
