My HOA doesn't allow clothes lines in the yard. I don't know why because you can't see our backyard because of the houses. To open, lift the top until two wooden latches are facing one of the bars. My clothes dried very quickly and more importantly I didn't get any stick marks on my tops. I flipped the tips to dry evenly.
