Turns on. Not sure what the temp. The settings work, it heats up with no noticeable difference in the settings. Make sure you do the math in the car overnight if this is for you. If the car is not running, it will drain the battery in 3-4 hours. It's more of a gaiter for passengers on long car rides. Very good for that.
