They are true to size.
To order these kits for my 11 month old baby will be 12 months October 31st. but he really is a size 3 in infancy. I order size 6-12 months in shoes to fit when his feet are in shoes but as you can see the photos posted. So I had to get a bigger size for the extra room. but that's his size so it fits but should have been a size up. Shoes appear larger on the outside than on the inside. It has room outside the boot, but when the foot is in the boot there isn't much room.
