The big difference between size 36 and 38 is almost 4 inches, size 36 barely fits in the first loop!
The size should be smaller, I had the same belt in 38, a little too big for my taste, the belt was too big. I'm 34 and when I got to the first hole I had to send it back but that will force me to keep the waist at 34.5.
