The size chart is a bit confusing for me. My 14 month old baby's foot is 12.3 cm so size 3.5 M should fit her. I ordered a size 4M (Tag 18) and it fits perfectly, no allowances. I sent it back and ordered the larger one, 4.5m (marked 19) so it had some wiggle room and the little one could still wear her socks. Baby loves it and keeps taking them out of her shoe rack. The bows are detachable, so if we want them to look less elegant, we'll take them off. We've only had them a week, so I can't comment on durability.
