Good lightbulbs use only variable power supply
You need to run the entire strip at 5 amps of current and it works fine but if you cut 16 inches you don't need it, it will burn out in about 8 minutes with AC supplied, and the LEDs last about 3 years at lower brightness. My second LED reel worked great.
