Not working for my purpose

The wiring in our home goes to a Verizon FiOS modem/router downstairs with a Category 5 cable running from the ethernet port on that router to the gateway router upstairs. We have a desktop connected directly to the gateway router. This extender arrangement provides whole-home Wi-Fi coverage. However, the download speed on the FiOS router's Ethernet port is just under one gigabit. When transmitted through a gateway router, the desktop speed is around 400 Mbit/s. I was hoping I could fix that with this device by connecting a cable from the FiOS modem to the input and connecting one of the outputs to the gateway router and the other to the desktop. However, it didn't work. This significantly reduced the speed of the desktop (95 MP) and the gateway router.
