Update: Yes, the mouse pad does not work when charging. It also gets a lot hotter than the charger that came with my C720P Chromebook. I've been using it for 2.5 months now. I just turn it on when I'm around and leave it off when I'm leaving. I just quickly pull it out to perform certain mouse pad movements and then plug it back in. The alternative, which might not have been better, cost three times as much. So now I'm happy.
