Pleasant, but caused a minor reaction

Gave me hives! I never use new products on my face before trying somewhere else, so I decided to try this on my legs after shaving. it resulted in lots of hives, particularly around my knees (picture) which could be due to contact with micro-knicks from the razor. Cuz, knees, ya know?.It doesn't burn and itches very little, but the rash is warm to touch and quite pink/red. I rinsed with distilled water and the swelling/redness is slowly dissipating. Witch hazel and especially aloe should both have a more positive effect on irritated skin, not make it worse so I blame the other ingredients. It has a pleasant scent, kinda like "old lady perfume", but not too strong. The review prompt is asking me to mention "moisturizing" but that is not what this is for. there are definitely better moisturizers out there. However, this doesn't leave any sticky or oily feeling, so clearly its worth lies more in the field of cleansers and toners. I actually bought this as a base for a homemade cooling mist, but something in their formula seems to trigger an allergic reaction from me. I don't think I have very sensitive skin, I haven't had a reaction like that to anything in many years. It most likely isn't the Witch Hazel or the Aloe doing it, so I'm giving it 3 stars instead of 5 for whatever mystery ingredients they've added. There are several including "fragrance" which could mean a lot of things and "citric acid" which probably shouldn't be used regularly on skin in the first place. 40 minutes after use- the hives are almost gone, but I still have big red splotches.
