As the reviewer pointed out, the contents of the vial should be in contact with the nozzle stem. If you don't have enough liquid etc to fill the bottle to the "bottom" there doesn't seem to be a way (I can see it) to raise the mechanism inside (to make up the difference) which will make the bottle becomes unusable. Look carefully at the pictures of the product how to use this product.
