Decent but not the best in the lighting and ceiling fans category

I was given this light fixture for a large, very old painting that I inherited and which I am displaying correctly wanted to. Light is fine at best. I didn't like that the light was so bright and visible when looking straight ahead when installed like this. They had to lower the front brass cover lower as they don't want the light to shine outward and away from the painting, it just blinds people and looks bad. So I had to tilt it and bend it the wrong way to fix it. As a result, it's not even fully attached to the wall, which is pretty ridiculous. Also, the light/bulb does not go through/through the plate. Most of the stem is taken up by the base of the bulb so the light only covers 3/4 of the stem and looks weird as you can see since the cover doesn't drop far enough forward. It doesn't look nearly as pretty as it could be if only they designed it right. The last small issue was that the metal is very cheap and oddly curved in places due to poor construction/design. Because I attached a separate dimmer and positioned the light so that the smaller part of it shines away from the picture and into people's eyes, I made it a decent looking light. However, it should NOT cost around $30, it's not even remotely high quality to justify that price. But thanks to my adjustments, it will be enough.
