There is no SSD heatsink. Original SSD replaced with a less powerful

I bought the exact same model when it went for $1350. It comes with two SSD heatsinks and HP OEM RAM. However. The device I received had a missing heatsink and lower SSD performance. The RAM was also closed and I have no idea if it belongs to HP. The SSD I got with my previous device (from Bestbuy) was an SK Hynix SSD, which had faster read/write speeds than the one that came with my device. Is this the seller's fault? Replacing internal components with less powerful solid state drives? and get rid of one of the radiators? The reason I know about this is because I installed a 32GB RAM kit and saw the inside of the laptop.
