If you have hips, increase the size!
Just as a note if you have slightly curvier hips I'm 5ft 4" and weigh 126lbs and needed an XL size to fit me. The waist is 27 inches and the hips are 36 inches, but in order for this style to be worn low and tight around the hips and not dig in, I needed more room at the waist. I also needed more room at the top of my thighs. Big fits more like S/M if you are curvy.
