Even though they are a bit larger than liter bags, I think once they are filled with product the TSA agent will find that they certainly care more about the contents make the bag as just over a liter. At least they should be! Personally, I was disappointed that the zipper didn't open the full length of the bag, so didn't open as far as I would like or need. I have a lot of toiletries and it was a bit of a hassle loading and unloading all my products. I wanted to use one of the pouches for makeup, but my eyeshadow palette was too big for the hole and difficult to fit in, so I didn't use the pouch. I will leave the bags but I will not use them for travel.
