Don't give up stretching it on the handlebars. It's made smaller to fit securely.

They are difficult to put on the handlebars But it's good. Because you will not get used to the cover slipping on the steering wheel while driving. The denser the better. You might even think it's too small for your balance bike. Heat it with a hair dryer or just place it on the dashboard in bright sunlight to heat it and it will expand more easily.
