Inappropriate size? And too small

This is the second pair of shoes that I have ordered and they are still very small and seem one Boots to be size 6 and the other size 5 (I ordered size 6 for the second time). In the shoe comparison photo, one is a size 4 so you can see how small a size 6 is next to it. I ordered these for my sister who lives across the country and can't afford to bring them back to the paint shop for a refund. It's frustrating!
