My TigerSECU DVR has low, medium and high settings but even on high settings the picture was very poor. Then I noticed the custom option. Even on high settings, the bitrate was only around 4000. Using the custom setting, I set it to the highest possible, around 10,500 kbps, and that pretty much got rid of all the pixelation.
