Defective item? Or design?

This may be defective and I can't tell until I contact the seller/manufacturer. When one side of the Velcro is attached to something, it's usually the soft side, NOT the rough side. It has 2 long strips on the side that consist of a roughened half Velcro. This is a problem waiting to be solved as it can snag and ruin your clothes.
