Will not last more than a month outdoors

We put it on pickleball court in July and a month later the wind and rain blew it all away. In some places it even showed up about 2 weeks after it was created. I fixed a few places and thought everything was fine, but when I checked over the weekend everything was fine except for a couple of places. This is new flat cement installed last year. Maybe indoors is better but outdoors don't waste the money or more importantly the 4 hours it took to install.
