Rolls down to make a cute little one, or pulled to keep them from slipping from tiny hands. My son is almost 2 years old and although they are a little big for him now I just pull the cuffs up and they fit very well. I also use a set of glove hooks, I don't know what they're really called, but they hold the mittens together in case one of them slips off his little hand. They appear to be very sturdy and well made. They are very cute and we get lots of compliments. As far as I can tell the inside is very soft and comfortable and my son has no complaints about wearing it.
