Coil too short/too tight

Product description states the strap is 36 inches long when fully extended. When relaxed, it is only about 7 inches long. The pulley was too tight and I couldn't even take the helm of the boat without pulling the cord from the kill switch. I also bought a wrist strap to use with a lanyard. The distance from the switch to the right side of the steering wheel is only 11-12 inches.
