It starts by itself and won't turn off

You don't have to push it to the ground to activate it - the sound and light start when the car is just pushed once the tongue is pulled what i did to make sure it would work and be ready to use when my grandson opens it for his birthday. And you can't turn it off. I couldn't silence it long enough to wrap it and then move the wrap around to make it work. Unacceptable. Why would you produce something so disappointing?
