Does not stick when handling hazardous materials

Labels would be nice if left over. They seemed to stick but when I came back a few hours later all the labels had fallen off. I glue them on to make them work. but it's annoying. Maybe I have an old role. The packaging looks like it has been on the shelf for a long time.
