Highly complemented high-low costume skirt

I bought this skirt as part of a pirate costume. It did not disappoint! Based on the reviews below, I bought a size large but ended up returning it for a medium. In most clothing I am size 8 and have a 28” waist. It does have some give to the waist and I wore more at the natural waist rather than t
