The size is difficult for her, more options are needed. I tried medium and large for my 24 month old. She has a small head so based on the measurements I thought she was average. It "fits" when I put it on my head, but the elastic keeps it slipping. I also tried the big one and it's huge on her. So for her head size there is obviously no decent option. It protects well and the edges stay nice and tight. The brim is a bit small so it doesn't fully shade her face and gets quite heavy when it gets wet. I probably wouldn't buy it again but it's decent if it suits your kid!
