These are very decent shoes for the price - meaning they should be good value. You can get decent shoes for very little money, but if you pay a lot for them you are mistaken that these shoes just can't be compared to the higher end Adidas Tour shoes. It's probably better than some of the others, but at the end of the day it's a cheap shoe and it looks cheap. They're reasonably comfortable and water-resistant, but they're a bit stiff and not breathable. They just look and feel a bit cheap to me.
