The size chart is not suitable for shorts/tops.
In hindsight it seems the size chart was for a robe (perfect fit) not a bra/shorts. I have no idea how they figured out that the robe and bralette/shorts would fit the same size, but it just doesn't work - the shorts aren't long enough for a proper fit (the waist just barely reaches the top my butt ) and they are SUPER tight around my buttocks/hips. Since the inseam/inseam isn't long enough, the waistband sits right under the love handles - ladies, we all know this is far from ideal (unless you're fit like woah). Definitely need at least one size up, maybe two sizes up for the whole set to fit. But the robe is beautiful and fits perfectly. XL 14/16 is my usual size, 38DD, hips 48 inches.
