So so small, red indents on baby's ankles.

I bought size 1-3 T, thinking my baby is 13 months, this should give us plenty of room. Silly me.I thought about returning these when I saw how small they were out of the package, but it's a hassle, so I decided to keep them, and hope they wouldn't shrink too much. They didn't shrink a ton, and they fit my son, but there is not much room to grow, as you can see, and the worst is they are leaving red indents on his ankles, and he is not a chubby baby, he's on the leaner side. Almost every kind of socks I've bought for him do this, don't manufacturers realize babies have thicker ankles and legs? I am folding them down to see if that helps, but I don't recommend these, and I'm disappointed. It's unfortunate because the quality seems pretty good otherwise.
