No instructions came with it. My daughter and I tried to find this on You Tube but couldn't find how to put it together. We ended up trying to tie the balloons together and then used their glue dots to glue the balloons together (we could barely tear ourselves away from the strip it appeared on) and ended up pinning the balloons to the wall. Her glue dots didn't work, so we sealed the balloons with duct tape to make them look fuller. When the party started, all the balloons had fallen apart and landed on the floor. Don't use it again.
