Modern road frames have a very sloping top tube, making it impossible to use a regular sized frame bag without losing the rear water bottle. This has created a category of "half size" frame bags that occupy either the front half or the back half. The downside to these half bags is that they get in the way when using a water bottle. This bag is smaller and the perfect size, which maximizes the amount of stuff you can store (I can fit 6x poles and a hose/flat kit) while still allowing you to use a full water bottle. Another plus is that it doesn't get in the way of riding like top tube bags; it never touches your legs even when you are standing. It's also secure enough not to wobble no matter how much weight you put on it. The only downside I see is that the straps attach directly to the bag which can reduce its lifespan depending on how long the velcro stays together. This likely contributes to a secure fit and no side-to-side wobble, so it's a worthy compromise. A NOTICE. As with ALL bags fitted this way, be sure to use heli tape and protect the frame paint where the straps meet! Your frame will be scratched/worn if you don't!
