Have a tester in your toolbox. This will help determine where the problem lies.

I removed the top where the ballast and cables go. Although I originally tested this light, my tester beeped at the point where the house wiring enters the light but no current exits the ballast. In my case I didn't pull the cables at home where I could see this connection. I didn't do this so I decided the problem was in the ballast. What happened in my case, the white wire came out of the wire nut. So my old ballast was fine. If 1 tube fails, the other 3 will not work. I needed new fluorescent lights. lol I don't look like an idiot.
