Very unsafe for puppies. This can work for an adult dog that can sit still. I bought this for my 7 week old boxer and it was a nightmare. As I was driving, he managed to wrap the belt around my leg so tightly that it fell and I had a hard time getting it off. If he had fallen off the seat, he would probably have suffered a broken leg. And even if you adjust the strap that's supposed to hold them in place, it doesn't help because it won't stay in place. It also has 2 thin plastic tubes (1) on each side, they don't stay in place, they keep slipping out. The front part does not have a plastic tube, but is made of very thin foam rubber that is so thin that it cannot be smoothed out. That's how it always falls apart.
