Out of specification and cannot be returned!

After installation, I received code 334 (the voltage of the closed EGR is higher than expected). This code has appeared on both KOEO and KOER. I checked the resistance on the EVP and VREF pins and it was 4.23k ohms (probably 5k ohms). checked the voltage on EVP and SIG-RTN, it was 0.93 volts (should not be more than 0.64 volts). This item was not shipped to factory specifications and only had a 30 day return policy. I never thought a NEW item would be defective. BE WARNED
