Poorly packaged. They are stuffed into a small plastic bag, causing the leaves to stick together. When you pull them apart, some labels from the bottom sheets will stick to the back of the top sheet. They are so fused that they cannot be torn off. This is true even if you can take them out of the box without tearing them. Even so, they don't stick well to your nail.
