Brush or eyedropper? Best in Makeup

I just received the product so can't tell if it works or not. However, the rubber cap is cut off to prevent the product from being pulled out of the glass dropper tube. But I'm not sure why that is if you have to use a brush. Makes it messy as the product is on a glass tube and a brush is meant to be used. It's awkward and messy being fat and oily
