Difficult to rate, but smaller than listed
This was a good 5" smaller (at it's LARGEST and loosest setting) than it said, and has absolutely no stretch (I didn't expect it to, but this asked me about stretch).
It's lovely material for the price, although that's mostly in looks, it doesn't seem breathable, I wish the sizing was better, I returned it.
