This antenna is not tuned at all to 2 meters or 70cm I found it around 138MHz for VHF and centered around 400MHz for UHF. I was brave enough to shorten the antenna to try and tune it, I tuned to 2 meters quite successfully. After trimming the antenna by about 1.5 inches I saw an SWR of 1.09. However, since you can't disassemble the antenna, you don't have access to the underside of the UHF and it's not possible to tune it. In summary, if you want to modify this antenna, it works very well on VHF. But if you're looking for a reliable UHF antenna, this isn't the one.
