The trolley size is just what I was looking for to organize my bathroom. Once loaded, the wheels spin the other way, which doesn't make it as smooth as I was hoping, but it still works for my needs. It's not baggage. The description said it could be 2 or 3 shelves but I didn't realize that a description with 2 shelves means you just don't put the top shelf together. The distance between the shelves was about an inch shorter than my hairspray can. which was part of what I had to organize. I went to my hardware store and bought wooden dowel rods, painted them black and replaced the silver stilts. Now I have more space between the shelves and all hair products fit in it.
