Too big good for me

I didn't know what size to choose for my 7 year old. He is tall and thin and a size 10 fits him. So I decided to get 9-10 years. The shirt fits well, but the pants are very large. He had an important event, so now I have to find something else for him. I think it would be better if you all let the buyer choose the size based on height rather than age.
