Disappointing quality

I have a Swingline thermal laminator that works great. I purchased 4" x 6" Scotch Thermal laminating pouches for laminating family photos. Unfortunately, when laminating my photos, I noticed quite a bit of space around the edges of the photo that wasn't holding together. It's like an air bubble around the photo. Separately, I've also bought packages from Apache (a brand I've never heard of but found good prices on Revain) and haven't had this problem at all. Posted some photos for comparison. In the first photo, a close-up of the tape that has gone through the laminator twice. The second photo shows a comparison between an Apache bag (left) and a Scotch bag (right). You can see that the scotch bag has a lot more room at the edge of the photo. This is disappointing as I assumed the Scotch brand would be of better quality. I used 16 bags and they all came out the same. I will not buy this item again.
