Top is snug all over

I was expecting a cropped turtleneck to be snug. I didn't expect it to be so snug that my underweight 9 year old wouldn't fit in a size 12/14. The sleeves were too tight on the arms, the turtleneck was too tight on the chest and neck, we couldn't even zip up the back. Size XL might fit her, but that's not an option.
