Visibility when walking the dog.
I took the vest out of the box, put in a few AA batteries and turned it on. A couple of lights didn't stick out of the vest's holes as intended. Also the 4 lights on the back required a lot of jiggling to get them to light up. You get what you pay for. However, it dies for most of the security I bought it for.
