Seem to be? May be. black light? Yes.

We used this to draw pictures on top of each other before the black light trip. Certain colors worked better to activate black light. It was dark but not pitchy, so none of the other colors really "glowed".

They didn’t go on very dark and they did not glow in the dark. I threw them away.
