Super slow charging

These cables charge at around 1/4 the normal speed and my Samsung S20 even warns that the speed is too slow. I've checked with a USB tester and they charge between about 0.25A and 0.5A with a significant voltage drop to about 4.65V. I've tested different devices and multiple cables and they got very slow, if at all charged.
