Disappointed with the size

My daughter is 2t, some 18 month old clothes still fit her. I bought 2-4t because I was worried it might be big for her but when she tried it on I found it is incredibly small it's ridiculous it's very difficult for me to put it on . and make sure it doesn't weigh them down so disappointingly.
